I would like to kindly ask for the organizers to consider this possibility. My colleague will not have enough time to request funding for travelling. There was a generic email indicating that those people with reasons not to be able to travel were allowed to participate online. It did not make any reference to any specific talk. If after agreeing with the conveners that your colleague would present the talk in person - the preferred option, you decide to participate in the conference online and give the talk, I think you should have come back to them, as neither they are aware of who registers nor I am aware of how the talks are decided inside each WG.
